The Law amends the Laws "On Traffic", "On Motor Transport", "On the Police", "On Compulsory Insurance of Civil Liability of the Owners of Motor Vehicles", "On Insurance", the Civil Code of Ukraine, and the Code of Ukraine on Administrative Infringements to prevent excessive state regulation in the sphere of motor transportation.
The Law cancels compulsory vehicle inspection for the cars which are not used for commercial purposes, and streamlines the procedure of compulsory vehicle inspection.
The Law suspends authority of the State Motor Vehicle Inspectorate of the Ministry of Internal Affairs of Ukraine to hold compulsory vehicle inspection, transferring these powers to the business entities. The Law also abolishes the requirements for a mandatory waybill and a notarized power of attorney for driving a vehicle.
